Whisk together cream, orange juice, honey, vanilla, and egg. In a separate bowl, combine flour, 1 teaspoon zest, baking powder, and salt. Mix in butter until a coarse meal forms.
Add wet ingredients and form dough into a ball.
Roll out onto floured parchment paper. Slice into squares and transfer parchment paper to baking sheet. Top with remaining orange zest.
Bake for 12-14 minutes, or until golden brown.
